(الملحق المالي والتعاقدي الخاص برسوم الدراسة والسكن الجامعي بكلية EAPSM)

أولاً: رسوم البرامج الأكاديمية ونظام التقسيط الدراسي

برنامج بكالوريوس العلوم الاجتماعية (السوسيال) وبكالوريوس اللاهوت:

شروط القبول: يتاح التسجيل في هذين البرنامجيين لحاملي شهادات الثانويات المهنية من كافة الأنواع والتخصصات، بالإضافة إلى حاملي الثانوية العامة.

آلية السداد: استثناءً من شرط السداد المسبق الكامل، يُسمح بتقسيط الرسوم المقررة للسنة الأولى والبالغة 9,700 يورو على دفعتين:

الدفعة الأولى (75% - ما يعادل 7,275 يورو): تُستحق وتُدفع فوراً عند التسجيل المباشر كشرط إلزامي لبدء معالجة الملف الأكاديمي وإصدار حزمة وثائق دعم التأشيرة الرسمية.

الدفعة الثانية (25% - ما يعادل 2,425 يورو): تُسدد فوراً كقسط نهائي للسنة الأولى بمجرد حصول الطالب على تأشيرة الدخول (الفيزا).

برنامج بكالوريوس الفلسفة والموسيقى الروحية (المقارنة والمقدسة والاستشراقية والاستشرافية):

شروط القبول: يتطلب هذا البرنامج حصراً وحصرياً الحصول على شهادة الثانوية العامة.

آلية السداد: يُسمح بتقسيط الرسوم المقررة للسنة الأولى والبالغة 9,700 يورو على دفعتين بالتساوي مع التخصصات الأخرى:

الدفعة الأولى (75% - ما يعادل 7,275 يورو): تُستحق وتُدفع فوراً عند التسجيل المباشر كشرط إلزامي لبدء معالجة الملف الأكاديمي وإصدار حزمة وثائق دعم التأشيرة الرسمية.

الدفعة الثانية (25% - ما يعادل 2,425 يورو): تُسدد فوراً كقسط نهائي للسنة الأولى بمجرد حصول الطالب على تأشيرة الدخول (الفيزا).

2. خطة سداد الرسوم لجميع برامج الماجستير والدكتوراه (السنة الأولى): تستمر رسوم برامج الدراسات العليا (الماجستير والدكتوراه) كما هي محددة سابقاً دون أي تغيير في خططها المالية، ويُسمح بتقسيط الرسوم المقررة للسنة الأولى لكافة برامج الماجستير والدكتوراه على دفعتين وفق النسب الآتية:

الدفعة الأولى (75%): تُستحق وتُدفع فوراً عند التسجيل المباشر كشرط إلزامي لبدء معالجة الملف الأكاديمي وإصدار وثائق دعم التأشيرة الرسمية.

الدفعة الثانية (25%): تُسدد فوراً كقسط نهائي للسنة الأولى بمجرد حصول الطالب على تأشيرة الدخول (الفيزا).

3. رسوم السنوات التالية (لكافة برامج البكالوريوس والدراسات العليا): تُسدد الرسوم الدراسية للسنوات المتبقية من البرنامج بشكل فصلي منتظم، وتُقسّم على أربع (4) دفعات متساوية في كل عام دراسي.

ثانياً: مبادرة تيسير السكن الجامعي (التكاليف وآلية التقسيط)

تغطيةً لشرط السكن الإلزامي المفروض سيادياً من سلطات الهجرة في أندورا، تُنظم تكاليف الإقامة السكنية وفق الآلية التالية:

القيمة الإجمالية واقتطاع الملاءة: تُحدد التكلفة الفعلية التقديرية للسكن الجامعي بمبلغ 8,620 يورو سنوياً، ويتم اقتطاع هذا المبلغ وتغطيته من أصل قيمة الملاءة المالية السنوية المشترطة من دولة أندورا (والبالغة 15,000 يورو)، على أن يُسدد مسبقاً للكلية بموجب حوالة مصرفية وفق نظام التقسيط المعتمد.

نظام تقسيط السكن الجامعي: تيسيراً على الطلاب وتخفيفاً للأعباء المعيشية، تُقسّم رسوم السكن السنوية (8,620 يورو) على أربعة أقساط متساوية تباعاً:

القسط الأول (25%): يستحق الدفع فوراً عند إتمام إجراءات التسجيل المباشر في الكلية لتفعيل الحجز.

الأقساط الثلاثة المتبقية (75%): تُقسّم بالتساوي على ثلاث دفعات دورية، بحيث يُستحق دفع قسط واحد كل ثلاثة أشهر من تاريخ بداية العام الدراسي.

ثالثاً: الكفالات المؤسسية والالتزامات البنكية المتممة (إثبات المتبقي)

كفالة الجامعة والالتزام التعاقدي: تلتزم الكلية بإصدار "خطاب كفالة رسمي" لصالح الطالب لتأمين وضمان سكنه طوال الفترة المحددة، ويُشترط للحصول على هذه الكفالة توقيع الطالب (أو ولي أمره) على تعهد رسمي بالالتزام التام بسداد كافة الأقساط في مواعيدها الاستحقاقية.

إثبات المتبقي من الملاءة المالية: يلتزم الطالب بإثبات قدرته على تغطية المبلغ المتبقي من شرط الملاءة السنوية (الـ 15,000 يورو المطلوبة حكومياً بعد استقطاع رسوم السكن)، ويتم ذلك رسمياً عبر تقديم:

كشوفات حساب بنكية أصلية ومختومة لآخر 6 أشهر.

أو خطابات كفالة مالية موثقة ومترجمة مدعومة بمصادر الدخل الرسمية للكفلاء وكشوفاتهم البنكية.

رابعاً: الشروط الجزائية وسقوط الحق وسياسة الاسترداد المالية

شرط السقوط الجزائي للتخلف عن السداد: يُعد الالتزام بالمواعيد المحددة لكل قسط من أقساط السكن شرطاً تعاقدياً جوهرياً لاستمرار السكن والكفالة. وفي حال تخلف الطالب عن دفع أي قسط في موعده الاستحقاقي:

يسقط حق الطالب في السكن الجامعي فوراً وبشكل تلقائي.

يُعتبر التزام الكلية بكفالته السكنية منتهياً وملغياً بقوة النظام، ولا يحق للطالب المتخلف عن السداد المطالبة بالسكن أو بأي تعويض مالي عنه لاحقاً.

سياسة الرفض والاسترداد المالي للرسوم الدراسية: إن سداد الدفعات الأولية لا يعني القبول النهائي القطعي؛ وفي حال رفض طلب الطالب نهائياً من قبل الكلية، أو تعذر استيفائه لشروط العبور القانوني والإقامة ودخول أندورا (رفض الفيزا قنصلياً):

تلتزم الكلية قانونياً بـ رد الرسوم الدراسية المدفوعة بالكامل إلى المتقدم (صاحب الحق)، ولا يحق لها الاحتفاظ بها طالما لم يتم تقديم الخدمة التعليمية أو تفعيل المقعد الأكاديمي.

يُستثنى من الاسترداد الرسوم الإدارية الأولية أو رسوم فحص الملف الأولية ( 125يورو)، حيث تُعتبر غير مستردة بناءً على بنود عقد التقديم.

Fee Payment Mechanisms, Financial Conditions, and Policies

(The Financial and Contractual Annex for Tuition and University Housing Fees of EAPSM College)

• Bachelor of Social Sciences (Social Pedagogics) and Bachelor of Comparative Religion & Theology:

  • Admission Requirements: Registration in these two programs is open to holders of all types and specializations of vocational high school diplomas, as well as holders of the general high school certificate.

  • Payment Mechanism: As an exception to the upfront full payment requirement, the first-year tuition fee of €9,700 may be paid in two installments:

    • First Installment (75% - equivalent to €7,275): Due and payable immediately upon direct registration as a mandatory prerequisite to commence file processing and to issue the official visa support document package.

    • Second Installment (25% - equivalent to €2,425): Payable immediately as the final installment for the first year upon the student obtaining their entry visa.

• Bachelor of Philosophy and Spiritual Music (Comparative, Sacred, Oriental, and Foresight Studies):

  • Admission Requirements: This program strictly and exclusively requires a General High School Certificate (General Secondary Education).

  • Payment Mechanism: The first-year tuition fee of €9,700 may be paid in two installments, identical to the other specializations:

    • First Installment (75% - equivalent to €7,275): Due and payable immediately upon direct registration as a mandatory prerequisite to commence academic file processing and to issue the official visa support document package.

    • Second Installment (25% - equivalent to €2,425): Payable immediately as the final installment for the first year upon the student obtaining their entry visa.

2. Payment Plan for All Master’s and Doctoral Programs (First Year): Tuition fees for postgraduate programs (Master's and Ph.D.) remain exactly as previously specified without any changes to their financial plans. First-year tuition fees for all Master’s and Doctoral programs may be paid in two installments according to the following percentages:

• First Installment (75%): Due and payable immediately upon direct registration as a mandatory prerequisite to commence academic file processing and to issue official visa support documents.

• Second Installment (25%): Payable immediately as the final installment for the first year upon the student obtaining their entry visa.

3. Tuition for Subsequent Years (For All Bachelor’s and Postgraduate Programs): Tuition fees for the remaining years of the program shall be paid on a regular term basis, divided into four (4) equal installments during each academic year.

Second: University Housing Facilitation Initiative (Costs and Installment Mechanism)

To satisfy the mandatory housing requirement sovereignly imposed by the immigration authorities in Andorra, residential accommodation costs are structured according to the following mechanism:

• Total Value and Solvency Deduction: The estimated actual cost for university housing is set at €8,620 per year. This amount is deducted and covered from the annual financial solvency total required by the State of Andorra (amounting to €15,000), provided that it is prepaid to the college via bank transfer according to the approved installment system.

• University Housing Installment System: To facilitate financial management for students and alleviate living expenses, the annual housing fee (€8,620) is divided into four equal consecutive installments:

  • First Installment (25%): Due and payable immediately upon completion of direct registration procedures at the college to activate and secure the reservation.

  • Remaining Three Installments (75%): Divided equally into three periodic payments, with one installment falling due every three months from the commencement date of the academic year.

Third: Institutional Guarantees and Complementary Banking Obligations (Proof of Remainder)

• College Guarantee and Contractual Commitment: The college commits to issuing an official "Letter of Guarantee" in favor of the student to secure and guarantee their accommodation throughout the specified period. To obtain this guarantee, the student (or their guardian) must sign a formal pledge committing to the full and timely payment of all installments on their respective due dates.

• Proof of Remaining Financial Solvency: The student is obligated to prove their ability to cover the remaining amount of the required annual solvency condition (the government-mandated €15,000 after deducting the housing fees). This must be officially demonstrated by providing:

  • Original and stamped bank statements for the last 6 months.

  • Or notarized, certified, and translated letters of financial guarantee, supported by the official income sources and bank statements of the guarantors.

Fourth: Penalty Clauses, Forfeiture of Rights, and Financial Refund Policy

• Penalty Forfeiture Clause for Non-Payment: Adherence to the specified deadlines for each housing installment is an essential contractual condition for the continuation of accommodation and the institutional guarantee. In the event that a student fails to pay any installment on its due date:

  • The student's right to university housing is forfeited immediately and automatically.

  • The college's commitment to their housing guarantee is deemed terminated and voided by operations of regulations. The defaulting student shall have no right to claim accommodation or any financial compensation for it thereafter.

• Rejection and Tuition Fee Refund Policy: The payment of initial deposits does not constitute final or absolute admission. In the event that the student's application is definitively rejected by the college, or if the student is unable to meet the legal transit, residence, and entry requirements for Andorra (consular visa refusal):

  • The college is legally bound to refund the paid tuition fees in full to the applicant (the rightful owner). The college has no right to retain these fees as long as the educational service was not rendered or the academic seat was not activated.

  • Initial administrative fees or initial file evaluation fees (125 Euro) are excluded from the refund and are considered non-refundable in accordance with the clauses of the application provision contract.
